The matter suggestion now shows up reliably.

On a cold or busy Mac, Apple's on-device model can take a while to warm up — the app was giving up too early and cancelling the request before it could answer. It now waits long enough, and no longer second-guesses a plausible match with an extra internal threshold, so the suggested matter appears when there's a credible fit. Still entirely on your Mac, still off by default.
